Meet Jim
“For me, aviation is personal.”
I would not be alive without general aviation. I understand the importance of general aviation and the airport is the backbone of that. Aviation has saved my life on multiple occasions, including during my eight years as a U.S. Marine, where I served as a special operations team leader and artillery officer.
After the military, I worked in numerous multi-airport systems, spanning two medium hub commercial service airports, six NPIAS GA airports (2 national, 3 regional, and 1 basic), and one state/non-NPIAS airport. During that time, I earned designations as an Accredited Airport Executive and Airport Certified Employee (Operations), both through the American Association of Airport Executives.
After building my experience with airports, I went on to Florida DOT’s Aviation and Spaceports Office where I managed FDOT’s public-use airport system program, the Continuing Florida Aviation System Planning Process, and FDOT’s airport sustainability efforts. From there, I shifted into FDOT’s Office of Policy Planning, where I led efforts supporting the Florida Transportation Plan update as well as statewide public and partner involvement and outreach, strategic visioning, and transportation technology implementation.
Upon leaving Florida, I joined the Aviation Division with the Texas Department of Transportation as the Airport Planning and Programming Director. There, I led a team of outstanding aviation professionals responsible for the development of TxDOT’s Aviation’s Capital Improvement Program, airport coordination, project development, environmental reviews, land acquisition, safety program, and planning studies oversight.
I hold a B.S. in Aviation Management from Florida Tech and an M.B.A. in Aviation from Embry-Riddle. I was named one of Airport Business Magazine’s “Top 40 under 40 Aviation Professionals” in 2017, FDOT "Role Model of the Year" in 2016, and the North American Spine Foundation "Hero of the Year" in 2016.
Now I want to bring my education and experience to you. Large or small, I have the knowledge and experience to make your airport thrive. And when the airport thrives, so does your community.
When you are ready to take your next step - or your first step - with
your airport, let Halley Aviation help you develop and implement a plan
to ensure your success!
